Con Edison Discounts 

According to Bronx Community Board 7, this summer, Con Edison is offering residential customers a $50 discount for buying an eligible smart thermostat, and another $85 for registering it with Con Edison’s “Bring Your Own Thermostat (BYOT)” Program. Monkey Pox Outbreak Update

As reported, NYC Department of Health & Mental Hygiene (DOHMH) said that as of June 30, 78 people in New York City had tested positive for orthopoxvirus, and that of these cases, all were likely monkeypox. They emphasized that anyone could get and spread monkeypox, and added that the current cases are primarily spreading among social networks of gay, bisexual and other men who have multiple sexual partners, and therefore this community subset is currently at greater risk of exposure. They said if you have a new or unexpected rash or other symptoms of monkeypox, contact a health care provider.

 

In the meantime, as reported, cases have further risen, as of July 15, to 461 cases of monkeypox in the City, which is more than 30 percent of the recorded cases of the virus in the U.S., per the CDC. The WHO declared the monkeypox outbreak a global emergency on Saturday, July 23. For more information on the latest vaccination efforts and more, click here.

COVID-19 UPDATES 

As reported, New York City launched the country’s first-ever mobile-based “Test to Treat” program on June 30. Participating mobile testing units managed by NYC Test & Trace Corps now include a clinician on their team to provide instant access to prescriptions for no-cost, antiviral medications for eligible New Yorkers who test positive at these sites, City officials said. The initial “Test to Treat” units are partnering with local pharmacies to provide immediate distribution of medication on presentation of the prescription. As the launch continues, officials said the program will expand to over 30 units over the month of July. The program will also evolve to distribute the antiviral medications from the mobile units, themselves.

 

The Test to Treat mobile program started with one mobile testing unit (in The Bronx), paired with a local pharmacy (Burkes Avenue Pharmacy). In the initial phase, New Yorkers who test positive for COVID-19 will receive a prescription from a clinician at the mobile site and be able to pick up the medication at the co-located pharmacy or through the city’s free home delivery program. In the Bronx, mobile units have since partnered and deployed to the following additional locations:

City officials said as the program expands, New Yorkers who test positive at a participating mobile testing unit will be offered the chance to engage with an onsite clinician and, if eligible, walk away with a free course of Paxlovid anti-viral medication. Officials said multiple COVID-19 treatments are now available for people aged 12 and older, and can be delivered to New Yorkers’ homes for free. New Dominant Variant

The Omicron BA.2.12.1 and BA.5 variants are now the dominant coronavirus strains in the U.S. since early July, according to the Centers for Disease Control & Prevention (CDC). The Omicron variant comprises several lineages and sub-lineages, including BA.1, BA.1.1, BA.2, BA.2.12.1, BA.4 and BA.5.

 

COVID-19 Case Trends

As of July 12, citywide COVID-19 cases had increased substantially since end of June, though hospitalizations and deaths were still trending downwards, according to data from NYC Department of Health & Mental Hygiene (DOHMH).

 

The citywide 7-day average positive percentage rate was 15.2 percent as of July 12, up from the 9.95 percent rate recorded at the end of June. As of July 12, the 7-day percentage positive rate in ZIP code 10468, covering Fordham / Kingsbridge / University Heights, was 16.55 percent (up from 8.55 percent as of June 30), according to DOHMH.

 

 

In ZIP code 10467, covering Allerton / Norwood / Pelham Parkway / Williamsbridge, it was 18 percent (up from 10.03 percent as of June 30). In ZIP code 10458, covering Belmont / Fordham University / Kingsbridge, it was 16.5 percent (up from 6.47 percent as of June 30). Meanwhile, in ZIP codes 10465, covering Country Club and Throggs Neck, and 10455 covering Mott Haven, they were the highest in the borough, both at 21 percent.

COVID-19 Prevention

NYC Department of Health & Mental Hygiene (DOHMH) say vaccinations, masking, hand-washing, and testing remain the most important tools in fighting infection. In New York State, masks are still required in healthcare facilities, nursing homes, correction facilities, domestic violence shelters, and on public transit.

 

DOHMH officials say at-home testing kits are available to all New Yorkers to allow people to stay at home if sick, and a telemedicine service has been implemented to ascertain whether New Yorkers who contract the new variant need access to life-saving COVID-19 medication. New Yorkers who test positive for COVID-19 can receive COVID-19 treatments that help prevent severe disease and hospitalization. DOHMH officials said if they do need such treatment, it will be delivered same day to their homes, curtailing the spread of the virus and keeping the City open.

 

Vaccination Updates  

NYS Department of Health (DOH) officials say all eligible New Yorkers, 6 months and older should get vaccinated and get their booster dose when eligible. The U.S. Department of Food & Drug Administration (FDA) fact sheets for recipients and caregivers on each vaccine are available here: Pfizer-BioNTech/Cominarty; Moderna; Johnson & Johnson. The FDA approved the Novavax COVID-19 vaccine in July.

 

On June 22, the Adams administration announced that New Yorkers aged 6-months and older can now get the COVID-19 vaccine. Visit nyc.gov/covidvaccine for more information.

COVID vaccines are widely available at pharmacies, local health departments, clinics, Federally Qualified Health Centers and other locations across the state, irrespective of immigration status. To schedule an appointment directly at a New York State-run site, go to New York State’s vaccine scheduler and follow the instructions. Walk-in appointments are also accepted at New York State mass vaccination sites for all eligible individuals.

The City has expanded its at-home vaccination program to all New Yorkers aged 12+. You can select which of the vaccines you prefer at no cost. On May 25, the NYC Test & Trace Corps announced it had expanded its COVID-19 Quarantine and Isolation Guidance Tool, which provides New Yorkers direct access to order care packages to help isolate safely and receive COVID-19 therapeutics, including oral antiviral prescriptions and monoclonal antibody treatments. In addition to the resource portal, the quarantine and isolation guidance tool offers personalized guidance to New Yorkers who are exposed to, tested positive for, or have symptoms consistent with COVID-19. Children with Developmental Disabilities & COVID-19 Vaccines 

On Wednesday, Nov. 17, 2021, Dr. Lisa H. Shulman, neurodevelopmental pediatrician and interim director of Rose F. Kennedy CERC at the Children’s Hospital at Montefiore, gave a virtual talk about COVID-19 vaccines for children with autism and other developmental disabilities. Air Travel COVID-19 Testing Requirements End

The U.S. has ended COVID-19 air travel testing requirements for air travelers entering the country, effective June 12. See attached flier for more information.

 

Open Enrollment for NYS Health Insurance

The NY State of Health Open Enrollment Period for coverage in a 2022 Qualified Health Plan has been extended indefinitely for the duration of the pandemic, as confirmed on Friday, Jan. 14, by New York City Mayor Eric Adams. Enrollment in Medicaid, Child Health Plus and the Essential Plan is available. New Yorkers can apply for coverage through NY State of Health, at https://nystateofhealth.ny.gov/ or directly through insurers. NYCHA-CUNY Resident Scholarship Applications Open 

The New York City Housing Authority (NYCHA) & City University of New York (CUNY) resident scholarship is now open for applications. General eligibility requirements include:

Authorized NYCHA Residency or Section 8 resident
A minimum of 24 credits at the time of application
A minimum 3.0 GPA
Currently enrolled undergraduate, full-time student at any CUNY community or senior college

Waste Management Plan

Free Parenting and Prenatal Classes

The Parenting Resource Center at Catholic Guardian Services, located at 3356 Fort Independence St., Bronx, NY 10463, is providing free, parenting, and prenatal classes for new and expecting parents. Classes will be held in person and will be taught in English and Spanish. Parents that complete the classes will be given a free crib. Legionnaires’ Disease Cluster in The Bronx 

The City’s health department announced on June 17 that the investigation into the Highbridge community cluster of Legionnaires’ disease has been closed, as reported. “No new cases of Legionnaires’ disease have been identified in residents of the area with symptom onset in the last four weeks,” health officials said. There were 30 cases of Legionnaires’ disease associated with the cluster. Twenty-eight people were hospitalized, 24 have been discharged, and two New Yorkers died.

Trash Bags for FOMP

Friends of Mosholu Parkland (FOMP) said last year, the group received a great donation for the purchase of green compostable 30-gallon trash bags. This year, the group is half-way through the summer youth program and they need the same trash bags for litter patrol. Landlord Rental Assistance Program 

Effective Thursday, Oct. 7, 2021, applications are being accepted for the Landlord Rental Assistance Program (LRAP) which provides rental assistance for landlords whose tenants are unwilling to apply for the Emergency Rental Assistance Program (ERAP), including where the tenant has left the rental property. Assistance may be provided for households with rent up to 150 percent of the Fair Market rent (FMR) for the county where the property is located. Apply for the LRAP online 24 hours a day, 7 days a week. IMPORTANT NOTE: Landlords are encouraged to gather all the information needed before starting an application including proof of ownership and rental amounts, as documentation must be uploaded at the time of application in order to complete and submit the application.

NYS Emergency Rental Assistance Program Alert

The New York State Emergency Rental Assistance Program currently has no funds available. However, tenants are encouraged to apply ERAP to get certain tenant protections that could prevent a landlord from taking action by evicting tenants. As of April 28, the 2022-23 State budget includes additional funds to support the Emergency Rental Assistance Program (ERAP). Prior to the addition of these funds, New York State Office of Temporary Disability Assistance (OTDA) anticipated funding applications submitted through October 7, 2021. As a result of the additional funding, OTDA is processing eligible ERAP applications submitted through March 31, 2022.

Currently, applications submitted through December 31, 2021, are under active review and processing, to be followed in the coming months by applications submitted from January 1 through March 31, 2022. OTDA will update its website on ERAP if additional funding becomes available to pay eligible applications submitted after March 31, 2022.

Fire Safety Awareness 

As reported, NYC Department of Environmental Protection (DEP) reminds New Yorkers that sprinkler caps are allowed, can be attached to fire hydrants, and are available from FDNY. However, opening a fire hydrant at full throttle is ILLEGAL and can create a fire hazard if there is a fire in the area, and the fire hydrant is subsequently found to be empty.

Community Meetings

Bronx Community Board 7 is currently on hiatus for the summer. Meetings will resume in September. The elections for next year’s board and committees will be held in September. Contact kcabreracarrera@cb.nyc.gov to be added to the distribution list for upcoming meetings.

 

The 52nd Precinct Community Council meetings are usually held on the third Thursday of each month at 6 p.m., sometimes virtually and sometimes in person. Call the 52nd Precinct Community Affairs office at 718-220-5824 to be added to the email list. The NYPD’s 52nd Precinct is divided into a number of sectors. Find your sector by entering your address in the map here. The precinct also holds regular Build the Block community meetings and invites feedback from residents to discuss issues of common concern. Bedford Mosholu Community Association meetings are usually held on the first Wednesday of each month at 8 p.m. The group usually takes a summer hiatus. The next meeting will be held on on Sept. 7. For further details, contact bedfordmosholu@verizon.net.

 

 

Following the 2020 census, the New York State Independent Redistricting Commission (IRC) held a number of virtual sessions with community residents to discuss the redistricting process over a matter of months. The IRC held a final Bronx County hearing on its proposed redrawn maps for the assembly, State senate, and congressional districts on Nov. 9, 2021. That hearing can be watched here. The maps/plans were submitted by the commission to the State legislature on Jan. 3, 2022.

 

The State legislature voted on the first set of plans, rejecting it, and could not agree on a second set. Instead, elected representatives voted to approve alternate maps proposed by the Democratic Party, and these were ultimately approved on Feb. 2 by the State legislature, which holds a Democratic majority, and signed off by Gov. Kathy Hochul on Feb. 3, as reported.

 

The NYS Republican Party immediately mounted a legal challenge, and a judge later overruled the February vote by the State legislature as being unconstitutional, saying the February maps were gerrymandered by Democrats. The court ordered new maps to be redrawn. Lawmakers had until April 11 to submit new maps, but on Monday, April 4, a judge issued a stay on the case, which retained the prevailing February maps in place, allowing candidates time to collect the required number of voter signatures needed to get on the ballot for the June Primaries before the deadline.

 

As later reported, on April 27, the New York Court of Appeals struck down the congressional and State senate redistricting maps approved by the State legislature in February, and a court-appointed special master was required to come up with new maps by May 20. The court also ordered that the 2022 congressional and State primary elections be postponed to August 23. The new maps by the special master are now available and can be viewed here.

 

On June 10, a separate legal challenge resulted in the courts also overturning the redrawn maps for the State assembly districts which had been approved by the State legislature in early February 2022. However, it was decided that the June 28 primaries would go ahead based on the State Assembly districts approved by the State legislature in early February. The same maps will remain in place for the November 2022 general elections for State assembly races. The State Assembly districts will later be redrawn by a court appointed special master ahead of the 2024 primaries.

City Redistricting 

As reported, the NYC redistricting process has kicked off, and hearings are already underway. The July 6th Bronx hearing, held at Hostos Community College, can be watched below. On Friday, July 15, the NYC Districting Commission released the first proposed draft, redrawn maps, based on community feedback collected at the hearings held to date. Bronx Bus Redesign Restarting.

As reported, the Bronx bus redesign plan was initiated in 2019 by New York City Transit (an agency of the MTA) and the final plan was made available here: https://new.mta.info/bronxbusredesign, while the final plan addendum (published in November 2021) was made available here. On December 15, 2021, the MTA Board of Directors adopted the Bronx Local Bus Network Redesign Final Plan. On Tuesday, June 21, the MTA formally announced the go-live date of June 26 during a press conference held at Fordham Plaza.

NYC Department of Consumer and Worker Protection (DCWP) advises that paid safe and sick leave is covered for all workers who:

• seek diagnosis or treatment of an illness, injury, or health condition;
• are sick, including from side effects of the COVID-19 vaccine;
• have to take kids to get the COVID-19 vaccine;
• need preventive care;
• have to quarantine;
• seek safety because of domestic violence, unwanted sexual contact, stalking, or human trafficking; or have to care for a family member for the reasons above.
