A 17th staffer at a South Bronx home for special needs adults has been told to stay home amid a state investigation of alleged chronic abuse by employees.
Family members for residents at the Union IRA group home at 570 Union Ave. in Mott Haven claim their loved ones were being assaulted and deprived of food while staying at the supportive residence.
During a meeting with family members on Sept. 20, Sheryl Minter-Brooks, the state operations director for the Office of People with Developmental Disabilities (OPWDD), the agency that oversees homes across the city, revealed that seven caregivers had been removed since the spring.
“We are as sickened by this as everyone else is and we’re working to get to the bottom of it,” Minter-Brooks told an outraged crowd. “We have reason to suspect that something happened, it does not mean that it did happen.”
For now, staffers remain home with pay while the New York State Justice Center, an investigatory body, looks into the claims. A spokeswoman for the OPWDD declined to discuss specifics of the matter while it’s under investigation.
Anonymous Letter
At least five family members received a two-page letter dated Aug. 20. The anonymous writer, claiming to be a worker at the home, detailed systematic beatings, food deprivation and one allegation of sex abuse by a female employee. According to the letter, claims of abuse were backed up by photos of staff members attacking residents.
The letter claimed that one state employee was accused of assaulting a resident so bad it ruptured an eardrum. The whistleblower admitted to keeping silent on the assault, believing that speaking up or reporting assaults would “label me as a snitch.”
Families have remained vocal on the abuse charges, which they believed ran rampant at the home. Several family members of one resident accused staffers of refusing to stock a bathroom with toilet paper. Staffers believed the toilet would simply clog up.
Zoraida’s Case
Before obtaining legal guardianship, Barbara Melendez was in limbo attempting to get her sister Zoraida out of the home. During Zoraida’s stay at the home, Melendez claimed her sister suffered ongoing abuse that was brushed off by staff members. “They had all the power and I still needed my guardianship,” recalled Melendez.
On Oct. 2, Zoraida was discovered with bruises near her pelvis and breasts. She was later taken to an area hospital, where the NYPD was called. Officers took a report for an “unknown assault,” but hospital officials told Melendez that there was a time-lapse in reporting, so a rape-kit wasn’t performed.
A history of abuse has followed Zoraida since last year, according to the letter. Some incidents involved a split lip requiring seven stitches while another incident involved staffers kicking Zoraida’s legs until they swelled, according to the letter. Zoraida would be taken to local emergency rooms six more times between January and August this year for a bruise on her arm, a gash to her foot that required stitches and a black eye.
“When I began to question it they would tell me, ‘Oh she’s accident prone,'” Melendez recalled. “So what could I say? They knew how to cover themselves.”
Searching for Closure
Family members hope the investigation leads to arrests and dismissals even if they are cleared of all allegations. But Minter-Brooks of OPWDD said she “can’t guarantee” any firings, citing the employees civil service contract.
One family member recalled an incident involving her brother, telling the group, “We had an independent investigation that took many months and it’s finally completed, but we’re not allowed to get copies of the reports or know the results.”
Claiming that the safeguards are flawed, Melendez added, “If they are found guilty, they should never work with the disabled again.” Despite apologies from Minter-Brooks, Melendez argued the sentiment was “a little too late to be sorry.”

OPWDD has law enforcement Officers which are called Safety Officers who are Peace Officers that make arrests and issue summonses, these officers need to be allowed to conduct investigations as well as be allowed to go to these group homes to do checks and make sure these patients are not being abused, a statewide policy from OPWDD should be set as this agency is against this plan for some reason as its sad.

It is of some comfort to families that the “Spotlight” is emerging, exposing the atrocities endured by the victims, these courageous souls whose voice we must continue to be. The ‘whistleblower’ is an Angel with a Shofar calling out to the heavens and we who have ears and a heart and a voice must respond and praise this brave, compassionate person. The Region V Director, defendant, named now, knows for certain that what is done in the dark against the least of these eventually comes to light. No matter what cohesive coverup team surrounds the “Lead Fish in Staten Island and Bronx DDSOs, there will be one little fish swimming against the grain and the status-quo of silence. Ms. ‘Head Fish Region V needs to start singing
shoutin’ ‘Amazing Grace” loudly so that her Jersey abode can hear her coming back home without a retirement party and no cake and no Farewell Party. OPWDD needs to do some serious disinfecting in its Personnel.The sun is shining once again with some hope of peeking thru a ray or two of some hope for all who suffer in silence with no recourse at these IRAs. Region V Director should be on a Wall of Shame for playing politics back when she declared: “…it does not mean that it did happen.” Now, the whole world can see the evidence of the horrors, the bruises and injuries viciously inflicted on these helpless persons at Union IRA.. Region V Director could not be reprimanded by either John Gleason or Kathy V, her former Supervisors; why is that? Is a Region Director de facto untouchable and beyond the reach of Justice? Why? I will attest to the fact that in 2014, October, I reached out to John Gleason, her boss who told me that “we have known about Sheryl for a long time; I promise you I will deal with this” Mr. Gleason promised me as he was disturbed about Sheryl telling me that the bedsore my brother had was nothing that could not be fixed with zinc oxide! Sheryl Minter-Brooks was trying to minimize the seriousness of the bedsore, according to John Gleason and that was very upsetting to him. John never got a chance to show her to the Exit Door permanently.
In fact, ironically, SMB got a promotion and added responsibilities to include the Bronx she told me this in Aug. 2014, a feather in her cap as it were gifted by OPWDD higher-ups! The Bronx Union IRA atrocious events against the residents should not be surprising nor the cover up attempts. When we do not focus and protect and secure our precious jewels, diamonds, emeralds and rubies and onyx and pearls, there are thieves who lay at bay to rob.Our family and loved ones are priceless and by the Grace of God, we must be there for them as much as possible and show concern, presence and vigilance and encourage good staffers.

I have thought of telling people who are caregivers “I thank you for your kindness and your calling; you are appreciated for your giving heart and honesty”. The expression of gratitude can be an antidote to potential meanness and a boost of courage if and when that DCG ever needs to be that whistleblower that will always be needed in every IRA because one never knows where there is an intruder ‘bad apple or apples’. Such is life, we must rely on decent hearted folks to be our eyes and ears and affirm that good must always triumph even thru unspeakable atrocities, our loved ones triumph and survive to make a better place for others,i suppose.Let the suffering of the survivors be not in vain and the sufferers are not victims, they become Valiant victorious survivors. This Regional V Director curiously announced that my brother might need a PEG (artificial feeding tube)
shortly after I began lodging heavy sustained complaints about her. Sheryl MB along with DDSO medical director attempted to surreptitiously have my brother PEG’d. I have documentation from DDSO doctor, palpable official proof indicating the criminal attempt to subject my brother to an unnecessary surgical, totally unnecessary quality of life altering procedure. Right after I reported SMB to the Justice Ctr. my brother started being abused in the most insidious ways, sanctioned by Sheryl Minter-Bcrooks.
Her IRA house Mgr in charge of my brother’s clothes,shoes expenditures had shoes purchased which were a size 6.5 forced everyday on his feet,damaging, injuring him, excruciatingly causing sustained suffering and distorted toes, bruising, open sores. purplish toes, red swelling, dark discoloration, etc.
My brother normally wears an 8XW !!! but to punish me for complaining… about the corruption in SIDDSO and maltreatment of a young white resident by a staff and others who tolerated the aggression of their colleague against that frail, gentle little fellow, William, wearing a helmet, some staff retaliated against my brother for legitimate complaints I made against their buddy, Mrs. Minter-Brooks.
OIG slapped her hand in 2011 for getting a fake address from employee working right under her to justify working in NYC as she is really a New Jersey resident. She was found to be on OIG List of wrongdoers but she still got a promotion and eventually the culture of impunity she so very grandly inspires trickled down to the UNION IRA in the Bronx. SMB now has a Deputy Director who is telling me to Stop saying these things about DDSO as he hallucinates that Staten Island DDSO medical staff Acting Director is provides excellent medical care,etc. My friends, I fear you may pass out once you see the photos of the toture visited on my innocent, gentle 63 yr old, kindhearted, gentle mannered brother who cannot verbalize very much anymore at this time. Now we have to face the music and help her to find her way far from where she has hurt so many families, residents, innocent people, staff scared to speak, etc.
and she must never return to NYC to work for us the upstanding New Yorkers who are responsible for each other, one and all just like after 911, we must unite as One to protect those who depend on our sincere, caring, unrelenting voices for human dignity and the Sacred Rights of Mankind, not just for some.
A great nation is measured by the way it cares about and for the most fragile, thus the most precious.
Send Sheryl a message to accept that she is Fini in OPWDD and so should her boss Feeney Exit.
That would be a beginning towards true Justice and an example that favoritism based on friendships, nepotism, cronyism, niches, and other factors Sheryl relies on to ride free on the getawaywithanything/coverup train will no longer be tolerated; train ran out of coal and oil too. It’s a new day for real Justice. If she were wise, she would take a bow and go somewhere to seek redemption as she reflects on the bedsores and the torture and the vicious attacks she sadistically tolerated to happen and happen as if it were the vestiges of Willowbrook and Auschwitz. Her Residential Director knows of her inequities and has been her right hand in all for many, many years. Cover Ups abound and loyalty ensures that she perpetrated awful things like getting every tooth pulled out of my brother’s mouth, except for one hanging tooth left and she did not even send me a little note. She allowed staff to dress my brother like a ‘pimp’ for halloween and took unauthorized pictures which we would never approve of, Never, costume nor pictures! SHe allowed my brother to be used as a guinea pig and underwent radiological head scans as a research guinea pig and other procedures totally invasive and unnecessary to exploit the healthcare system to my brother’s detriment as well. My brother was deprived of services DDSO collected plenty of money for and did never deliver. Sheryl got away with a lot as she had key auditor in place performing cockamamie audit and who looked the other way it seems. NYC taxpayers are paying Sheryl Minter-Brooks’ salary (a Jersey resident). Obviously, heinous crimes committed against the residents who are white have received the blessings of the Direktur.

The Irish(a lot of Irishmen, a lot alot gave their lives so she could be free. Uncomfortable fact, of course not, she should celebrate that and be mighty grateful in fact. She would like to suppress how white folks came to her aid and she was an indirect recipient of kindnesses from various people in her life’s journey. The secretaries are kept and a one white person like Profitt here and there just to show up just in case she gets accused of discrimination against white people. Corroborative evidence available to anyone. Just ask and we will meet. Do your research too. At one time on Staten Island, she may have had some racial predicaments but that is no reason again she has to understand if she has a need to fight for past injustices, pick on some folks her own size. She is getting paid to hurt people and she has an all ready criminal crew in the persons of the repugnant staff at 570 Union ave. The decent folks feared for their lives, for real. The basement is where they party and cavort and drinks…? They go with each other and do the on the job, job. Want some facts: we can meet. Just know that no good can come out of people who hate themselves and who feel they are ugly. They act ugly, real ugly. You want to know about the one who was doing the hair pulling to that DK angel. She wanted your sister’s pretty blond hair. She would not have to get that perm in her hair and waste money she does not want to spend really. The irritation of all that hair and the jealousies they harbor may cause them to allow their monster bestial selves and their lower animalistic behaviours to surface.
Some of them keep that monstrosity on the surface and operant whenever they see the girls at 570 and that is why they are not hesitant to assault, beat, attack the residents in broad daylight and in everyone’s presence. That is some sick,real sick pathological sh–t! The hair is very important to them.

Sheryl surprisingly presses the hair with ?Dax pomade and the hot comb. She does not do that Plastic sew the hair on the scalp or the glue deal. That is one of her pro-Black statements. She is not out to spend money either for the sewed hair and she sweats too much on her head and could not tolerate it so that is a problem because her hubby would like some nice long silky hair on her. Even if she found the crises already in progress, which Laurel Miller could have put in check a long time ago, but the culture of do whatever is ok has gotten worse and worse. Deena Linton has teenage sons. The residents she is said to have committed these heinous acts against with the help of Peyton, took advantage of the developmental age not the chronological ages of the resident. Which makes Linton a female sex offender who should be on the Permanent Register and the penalties should be severe. And Peyton and the rest of them that looked the other way should pay too, really seriously. Some of their highs is to brag that they see (crimes) but they look the other way. They throw messages out there like there are no detectives to check sh– out. They took advantage of the helplessness of these human beings and they must be made an example in the NYC Justice system. That is an imperative. It will be a first to see a gang dealt with but let’s not hold our breath. There are loopholes ready to slip thru so the State can say it’s taken care of. There are more waiting with that same mindset. The good soul workers have to contend with the Krimz.
