NYC Department of Housing, Preservation & Development (HPD) has launched a housing lottery described as affordable at 3056 Decatur Avenue, a four-story residential building in the Norwood section of The Bronx, as reported by YIMBY. Designed by Node Architecture, Engineering, Consulting, and developed by Zef Perperpaj, the structure will yield nine residential units.
Available on NYC Housing Connect, HPD’s online platform, are three units for residents earning 130 percent of the area median income (AMI), ranging in eligible income from $82,286 to $181,740.
Units feature name-brand kitchen appliances, countertops and finishes, air conditioning, smart controls for heating and cooling, energy-efficient appliances, and intercoms. Tenants are responsible for electricity.
At 130 percent of the AMI, there are three one-bedroom units at a monthly rent of $2,400 for residents earning incomes ranging from $82,286 to $181,740.
According to HPD, prospective renters must meet income and household size requirements to apply for these apartments, and applications must be postmarked or submitted online no later than Sept. 30.
HPD officials say housing is considered affordable if it costs about one-third or less of what the people living in the local area earn. Income eligibility and rent for City-financed affordable housing projects are based on a measure called Area Median Income (AMI).
The AMI for all cities across the country is defined each year by the U.S. Department of Housing and Urban Development (HUD). The 2023 AMI for the New York City region is $127,100 for a three-person family (100% AMI).
Meanwhile according to the latest profile compiled by NYC Department of Cty Planning of Bronx Community District 7, which incorporates Norwood, Bedford Park, Fordham, Jerome Park, Kingsbridge Heights, and University Heights, based on the 2010 census (no info yet available on income for the 2020 census), close to a third (30.8%) of residents living in Bronx Community District 7 have incomes below the NYC.gov poverty threshold.
