Tree Seed Community Planting Event
Mosholu Teaching Forest is hosting a tree seed community planting event on Saturday, Nov. 11, from 1 p.m. to 3 p.m. at West Mosholu Parkway North and West Gun Hill Road in the open area of the forest. Heat Season
Oct. 1 marked the official start of the winter heating season, the citywide period through May 31 in which New York City building owners must maintain an indoor temperature of at least 68 degrees between 6 a.m. and 10 p.m., when it’s below 55 degrees outside. Click here for more information on what to do if you lose heat or hot water at home.
From 10 p.m. to 6 a.m., indoor temperature must be at least 62 degrees, regardless of the temperature outside. Hot water must be kept at a minimum temperature of 120 degrees at the source, year-round.

Turkey Giveaways for Thanksgiving
On Friday, Nov. 17, from 3 p.m. to 5 p.m. until supplies last, Good Shepherd Services is partnering with AT&T, Bronx Borough President Vanessa Gibson, State Sen. Gustavo Rivera (S.D. 33), Assembly Member Yudelka Tapia (A.D. 76), and Council Member Pierina Sanchez (C.D. 14) to host a Thanksgiving turkey giveaway in The Bronx. There will be 400 turkeys and 190 chickens distributed to Bronx families in need. The giveaway will be held at Field Place (between Morris and Creston Avenues, behind MS 363 located at 120 E 184th St, Bronx, NY 10468).
On Saturday, Nov. 18, from 9 a.m. to noon at St. James Park (193rd Street and Morris Avenue), Bronx, NY, District 14 City Council Member Pierina Sanchez will distribute over 1,400 turkeys at the 18th Annual Gardiner Foundation Turkey Distribution ahead of Thanksgiving Day. Funded through the council member’s local budget, the turkey giveaway will also provide health bucks, where recipients can purchase fresh foods and vegetables to accompany the turkeys.

No Trash, Curbside Composting, or Recycling Collection on Thanksgiving Day
The New York City Department of Sanitation announced that in observance of Thanksgiving Day, Thursday, Nov. 23, there will be NO trash, curbside composting nor recycling collection on the holiday. Residents who normally receive Thursday trash or curbside composting collection may place their material at the curb Thursday evening, for collection beginning Friday. However, residents should expect collection delays, as is common after holidays and the department appreciates residents’ patience as they work to collect the backlog of material. Residents who normally receive Thursday recycling collection should hold their material, and place their items out at curbside Wednesday, Nov. 29, for pick up on Thursday, Nov. 30. Cannabis Updates
On Aug. 28, 2022, the Mayor’s office announced that New Yorkers can now apply for the State’s first cannabis retail dispensary licenses, adding that licenses for those most harmed by cannabis prohibition would be prioritized. On Oct. 6, 2022, U.S. President Joe Biden announced he was pardoning all prior federal offenses of simple marijuana possession. “There are thousands of people who were previously convicted of simple possession who may be denied employment, housing, or educational opportunities as a result,” he said. “My pardon will remove this burden.” For more information click here, here, and to read our story on a Bronx Cannabis Forum held in the borough last year, click here. Bronx Community Board 7 (CB7) recently announced that a public hearing regarding adult-use retail cannabis dispensary license applications, scheduled for Nov. 14 has been canceled as all four applicants rescinded the notifications sent to Bronx CB7, meaning the applicants will not apply for the license.

Fare-Free Bus Pilot
The Metropolitan Transportation Authority (MTA) launched a fare-free bus pilot program on Sunday, Sept. 24 on five routes, one in each borough, for a period of six to 12 months. In The Bronx, Bx18 A/B operates daily from 5 a.m. to 1 a.m. in a loop, serving Undercliff Avenue or Sedgwick Avenue, Grand Concourse/East 170th Street, Macombs Road, Tremont Avenue, 168th Street and 170th Street. It serves Morris Heights, Highbridge and Mount Eden neighborhoods and connects to the trains and several other bus routes. Nearby major employers and institutions include Bronx-Lebanon Hospital Center and Bronx Community College. OMNI Cards

Reduced fares are available for riders who are 65 or older or riders who have qualifying disabilities. The reduced fare is half the base fare. For example, the base fare for subways and local buses is $2.75, so the reduced fare is $1.35. There is also a Reduced-Fare MetroCard for riders who use mobility aids or have service animals. Notification of Construction Work at Primary School 15 Bronx
The NYC School Construction Authority (SCA) wishes to notify parents of children attending P.S.15 and neighbors about upcoming construction work at the school, located at 2195 Andrews Avenue, Bronx, NY 10453, and near your homes. They said the scope of the work involves roof and exterior masonry, and all work will be performed by an accredited contractor under the supervision of the SCA. They said the contractor will begin to put up sidewalk bridging and scaffolding, which will take two to three weeks. Once those are completed, the project itself will begin shortly afterward and is scheduled to be completed in August 2024.
Due to the nature of the work, and for the safety of the students, they said all activities must take place after normal school hours. Weather permitting, they said most construction work will take place on weekdays between the hours of 7 a.m. and 5 p.m. During school closure, and possibly during the summer and on holidays, work may be completed during daytime hours.
As part of this project, they said a comprehensive asbestos investigation was conducted to determine if any asbestos containing materials (ACM) would be impacted by the planned scope of work. They said it was determined that ACM would be impacted by the planned scope of work, and therefore asbestos abatement will be required at various stages of this project. They said this work will be conducted while the building is unoccupied, and will strictly adhere to all applicable regulations.
They said a third-partly consultant (Project Monitor) will oversee the abatement contractor to ensure asbestos removal is carried out properly, and they will also conduct air sampling through the duration of each project. They said air sample results will provide assurance that abatement was conducted properly, and that areas are safe to occupy following completion of asbestos abatement. They said this information is made available to the school before students and staff are
allowed to enter the building.

Mosholu Playground Petition
P.S. 8 is located across Mosholu Parkway between Bainbridge and Briggs Avenues in Bedford Park. Friends of Mosholu Parkland say students use the playground as-is in its debilitating state. They need outdoor space to play and learn. The playground has hosted several small festivals, events, and activities where playground users came out to Mosholu, and enjoyed their day inside the park. Community visioning was provided for community residents for the playground where their needs and wants were shared on activity boards. Those visionings helped bring to life, three colorful murals that still today are wrapped around the playground but need to be refreshed. Learn more here.
Reporting Park Noise
During a recent meeting of Bedford Mosholu Community Association, officers from the 52nd Precinct said it was important to log calls with 311 as any unanswered calls over an hour are now being flagged to Police Chief John Chell who is monitoring such calls. They said that anything that was flagged as “outside” in a 311 complaint, like barbecues or noise, also gets flagged, and “body cameras go on right away” so that residents can see what the officers are doing to address the situation. They said the cameras get turned off after enforcement.
The officers explained that they also now have an app on their phones where they can read off all 311 jobs. “Usually, we can call if you guys leave a number to ask what the problem is,” Officer Boland said. “Right now, we get a notification on our phone. There’s a police vehicle that is only assigned to 311s. They don’t do 911s and within an hour, it’s supposed to be answered.” He also clarified, “My rule of thumb is if you need 911, you always call 911.”

Survey on Policy Change re E-Bikes in Parks
As reported (see page 7 News Briefs), NYC Department of Parks & Creation announced that effective June 20, the department would
launch a pilot program allowing e-bikes and lightweight e-scooters on Park drives and greenways. Officials said the pilot program would allow the same bicycles, e-bikes, and e-scooters that are legal to drive on NYC streets to also drive on park drives, spaces where bicycles are already permitted in parks. They said Class 1, 2, and 3 e-bikes, as well as lighter-weight e-scooters, are already allowed to operate on NYC streets and in bike lanes and will be allowed in parks as part of the pilot program.
In preparation, they said Parks has created a new webpage at nyc.gov/parks/ebikes, with a citywide map of parks showing greenways and drives that are part of the program, as well as a multilingual survey to both hear from and educate New Yorkers on electric micromobility. They said the pilot program does not allow e-bikes on pedestrian paths, and faster, heavier mopeds or motorcycles are not allowed
anywhere in parks or on greenways. They said the latter are also precluded from bike lanes, and their drivers must hold a driver’s license. For more information on micromobility devices, visit nyc.gov/ebikes. Click here to access the survey.
On Tuesday, and Thursday-Sunday; a grounds access pass to the New York Botanical Garden is available for purchase by NYC residents only. Proof of residency is required and may only be purchased onsite. On Wednesdays, grounds admission is free to NYC residents all day and to all other visitors between 10 a.m. and 11 a.m. Grounds admission includes access to outdoor gardens and collections, including the Everett Children’s Adventure Garden.

Congressional Redistricting Updates
Following the 2020 census, the New York State Independent Redistricting Commission (IRC) held a number of virtual sessions with community residents to discuss the redistricting process over a matter of months. The IRC held a final Bronx County hearing on its proposed redrawn maps for the assembly, State senate, and congressional districts on Nov. 9, 2021. That hearing can be watched here. The maps/plans were submitted by the commission to the State legislature on Jan. 3, 2022.
The State legislature voted on the first set of plans, rejecting it, and could not agree on a second set. Instead, elected representatives voted to approve alternate maps proposed by the Democratic Party, and these were ultimately approved on Feb. 2, 2022 by the State legislature, which holds a Democratic majority, and signed off by Gov. Kathy Hochul on Feb. 3, 2022, as reported.
The NYS Republican Party immediately mounted a legal challenge, and a judge later overruled the February 2022 vote by the State legislature as being unconstitutional, saying the February maps were gerrymandered by Democrats. The court ordered new maps to be redrawn. Lawmakers had until April 11 2022 to submit new maps, but on Monday, April 4, 2022 a judge issued a stay on the case, which retained the prevailing February 2022 maps in place, allowing candidates time to collect the required number of voter signatures needed to get on the ballot for the June 2022 Primaries before the deadline.
As later reported, on April 27, 2022, the New York Court of Appeals struck down the congressional and State senate redistricting maps approved by the State legislature in February, and a court-appointed special master was required to come up with new maps by May 20, 2022. The court also ordered that the 2022 congressional and State primary elections be postponed to August 23, 2022. The latest redrawn maps by the special master can be viewed here. Following the general election held on Nov. 8, 2022, congressional [and State Senate] representatives began representing the redrawn congressional and State Senate districts effective Jan. 1, 2023.
In June 2023, AP reported that lawyers seeking redrawn congressional lines in New York argued before a State appeals court on June 8, 2023, in a Democrat-backed lawsuit that could have implications in the 2024 fight for control of the U.S. House of Representatives. AP reported that the lawsuit was brought on behalf of 10 New York voters who want the State redistricting commission to submit new proposed state congressional lines for 2024. A victory for the plaintiffs would scrap lines drafted for 2022 by the outside special master expert after a legal challenge. Republicans flipped four congressional seats in New York under the latest redrawn lines.
Assembly District Redistricting
The State Assembly districts will be redrawn ahead of the 2024 primaries. Drafts of the redrawn assembly districts were released on Dec. 1, 2022 by the NY Redistricting Commission. The latest plan released on April 20, 2023 can be reviewed here.

Neighborhood Business Grants
Grants up to $10,000 will fill gaps in funding by prioritizing businesses owned by people of color, immigrants, and women. While small businesses have kept their doors open, there is a significant need for assistance to fund business continuity. This period of recovery is a pivotal point to keep going. CitizenNYC understands that businesses are essential to the fabric of communities. CitizenNYC looks for businesses that give back to the community they serve. For example, are you providing hiring opportunities for community members? Do you donate food to local community? Do you partner with community-based organizations?
Proposals that focus on both physical and human infrastructure will be prioritized (technical system upgrades, location alterations, hiring support, marketing, training, PPE, etc.). CitizenNYC makes grants to barber shops, restaurants, food carts, vegetable stands, eCommerce and other small businesses. Unlike many financial opportunities currently available to small businesses, this program will provide grants rather than loans. Auto Theft at Car Washes
The NYPD has warned of increased auto theft at car washes. They recommend keeping your vehicle in sight at all times, and prior to your vehicle being dried, to have the attendant turn off the vehicle, remove the keys, and hand them to you.

Bronx Chamber of Commerce advises that the Five-Borough Chamber Alliance, and the Statewide Hispanic Chamber of Commerce of New Jersey – the DoorDash Accelerator for Local Restaurants. 2022-23 Statewide Community Air Monitoring Initiative
NYS Department of Environmental Conservation (DEC) is undertaking a statewide community air quality monitoring effort in ten disadvantaged communities that are home to an estimated five million New Yorkers. Air quality monitoring will focus on locations in these communities with high air pollution burdens.
This effort will help DEC target strategies to reduce air pollution, including the greenhouse gas emissions contributing to climate change in these burdened areas to help achieve the goals of the State’s Climate Leadership and Community Protection Act. The results of the monitoring will drive solutions to reduce greenhouse gases and other harmful air pollutants to protect public health. The Bronx is one of the communities selected. Recall of Scooters/Hoverboards
The U.S. Consumer Product Safety Commission (CPSC) and Jetson Electric Bikes LLC, of Brooklyn, New York, announced the recall of about 53,000 42-volt, Jetson Rogue, self-balancing scooters/hoverboards on March 30, due to a fire hazard and two deaths. According to CPSC and Jetson, the lithium-ion battery packs in the self-balancing scooters/hoverboards can overheat, posing a fire hazard. Click here for more details. KHCC Needs to Fund Repairs
Kingsbridge Heights Community Center (KHCC) has been providing cradle-to-career services to the local community for nearly 50 years. It is now calling on the local community to help fund urgent repairs which are needed to its building (owned by NYC Parks) which cost $4 million. If not completed soon, KHCC will be forced to leave Kingsbridge. KHCC is asking residents to share this on social media tagging @khccnyc, contact local elected officials to request that they secure $2 million to fund the repairs, and ask the City administration to repair the building in 2023.

New York City Mayor Eric Adams signed a set of bills on Nov. 18, 2022 that creates rat mitigation zones and puts into law new trash set-out times to reduce the amount of time trash bags sit out on city curbs. NYC Department of Health & Mental Hygiene (DOHMH) says according to their data, 13.8 percent of children between the ages of 6 months and 5 years in New York City have not been vaccinated against polio and the agency is urging parents to ensure their children get vaccinated against what they say is a highly contagious viral infection. CBS News previously reported that the New York Health Department said hundreds of people may be infected with the polio virus, once regarded as being an illness that was contained.

The NY State of Health Open Enrollment Period for coverage in a 2023 Qualified Health Plan began on November 16, 2022. Enroll by the 15th of the month for coverage starting on the first of the following month. Enrollment in other programs through the NY State of Health (Medicaid, Child Health Plus and the Essential Plan) is available year-round. New Yorkers can apply for coverage through NY State of Health, at https://nystateofhealth.ny.gov/ or directly through insurers. Waste Management Plan
The Department of Sanitation (DSNY) requires owners and developers of new large residential buildings to submit a Waste Management Plan. The rule became effective April 1, 2022. Visit nyc.gov/wastemanagementplan to learn more and submit your plan.
Free Haircuts
SUNY Bronx Educational Opportunity Center is offering free haircuts by appointment. Taking place Mondays through Fridays, from 10 a.m. to 12 p.m. and 1 p.m. to 3 p.m., Bronxites can call the following number if interested: 718-530-7043. The haircuts will take place at the following location: SUNY Bronx EOC, 1666 Bathgate Avenue, Bronx, NY 10457. Vaccination or a negative test within three days is required to receive a haircut.
Free Parenting and Prenatal Classes
The Parenting Resource Center at Catholic Guardian Services, located at 3356 Fort Independence St., Bronx, NY 10463, is providing free, parenting, and prenatal classes for new and expecting parents. Classes will be held in person and will be taught in English and Spanish. Parents that complete the classes will be given a free crib. NYC Care
NYC Care is a health care access program that guarantees low-cost and no-cost services to New Yorkers who do not qualify for or cannot afford health insurance. All NYC Care services are provided through NYC Health + Hospitals. With NYC Care, residents can get a unique membership card to access health services, choose their own doctor, and get affordable medications. Social Security Online Services
The Social Security Administration (SSA) has advised it now has a one-stop shop solution allowing customers to complete their Social Security business remotely, rather than visiting a Social Security office. Hundreds of partners across the country are reportedly now using the Social Security Express Icon, including libraries, retirement communities, homeless shelters, job training facilities, prisons, doctor’s offices, veterans’ facilities, motor vehicle administrations, health and human service offices and many more. NYC Paid Safe and Sick Leave
NYC Department of Consumer and Worker Protection (DCWP) advises that paid safe and sick leave is covered for all workers who:
- seek diagnosis or treatment of an illness, injury, or health condition;
- are sick, including from side effects of the COVID-19 vaccine;
- have to take kids to get the COVID-19 vaccine;
- need preventive care;
- have to quarantine;
- seek safety because of domestic violence, unwanted sexual contact, stalking, or human trafficking; or have to care for a family member for the reasons above.
