Bronx District Attorney Darcel D. Clark announced on Monday, June 29, that a Bronx woman was charged with stabbing a man to death during an argument in their apartment building.
In the context of Monday’s announcement, Clark said, “A man was stabbed to death during a dispute with an acquaintance. It was a senseless act.” The district attorney went on to say that Jacqueline Ratliff, 60, of 1752 Walton Avenue, the Bronx was indicted on second-degree murder and first-degree manslaughter. Clark said Ratliff was arraigned before Bronx Supreme Court Justice Brenda Rivera, was remanded in custody and is due back in court in September.
According to the investigation, and as reported at the time, on May 25, at approximately 10.03 a.m., inside 1752 Walton Avenue, the defendant allegedly stabbed the victim, John Welgoss, Jr., 32, who also lived in the building, with a kitchen knife following an argument in the hallway. His throat was slashed and he died at the scene.
Ratcliff is presumed innocent unless and until convicted in a court of law.
The case is being prosecuted by Assistant District Attorney Nicholas W. DiCostanzo of the Homicide Bureau, under the supervision of Christine Scaccia, chief of the Homicide Bureau, and under the overall supervision of James Brennan, deputy chief of Trial Division and Theresa Gottlieb, chief of Trial Division. Clark thanked Trial Preparation Assistant Yoisy Jimenez and Crime Victim Advocates Laura Ramirez and Emelis Santana for their assistance in this case.
She also thanked NYPD Detective Colin Higgins from the Bronx Homicide Squad and NYPD Detective Michael Pando from the 46th Precinct Detective Squad for their work on the investigation.
