Welcome back another edition of the Bronx News Roundup. These are the Bronx stories we’re following this Wednesday.

Busy news cycle for the Bronx. Let’s get to it.

A judge ruled yesterday that for years, the NYPD has violated the constitutional rights of citizens with unwarranted stops under the department’s Operation Clean Halls program (now called the Trespass Affidavit Program), which allows officers to patrol in and around more than 3,000 private buildings in the Bronx. Basically, the judge, Shira Scheindlin, said the NYPD has trained its officers to “Stop and question first, develop reasonable suspicion later.” That, she ruled, is a violation the Fourth Amendment and ordered an immediate injunction on the practice. Here’s our brief story and here’s little more depth from the NY Times. The case centers around several Bronx residents who were stopped and questioned for what their lawyers say was no reason at all. The NYPD, meanwhile, says the decision only weakens the department’s efforts to stop crime.

We reported in our Kingsbridge Armory story that the EDC says they will be coming to a decision on the winning bidder “soon.” On Monday, Crain’s reported that it could be a matter of a “few days.” Stay tuned.

Our buddy Bob Kappstatter at the Bronx Times reports that Bronx Assemblywoman Vanessa Gibson will run for the District 16 (Highbridge, Van Cortlandt Village, Morrisania) Council seat currently occupied by term-limited Helen Foster. Let the 2013 campaign season begin!

Speaking of term-limited Bronx Council members, Oliver Koppell is using an obscure Council rule to force a committee vote on his bill to make the next generation of yellow cabs wheel chair accessible, NY1 reports.

Former Bronx Councilman Larry Seabrook, meanwhile, is dealing with a completely different kind of term — in prison. Seabrook, who infamously expensed a $177 bagel, received five years for misappropriating government funds for the gain of his family and friends, the Daily News reports. Fortunately (for him and unfortunately for Bronxites), he already has company in the Big House.
