Fundraiser Launched to Repaint “Norwood” Mural
As previously reported, the “Norwood” mural on East 207th Street by Bainbridge Avenue in Norwood has been defaced with the rather sinister word “Ammo,” and a fundraiser has since been launched to repaint it. Laura Alvarez, the artist who painted the mural, said so far, $1270 has been raised from 18 donors, 21 volunteers have signed up for the repaint, and with 24 days left to meet a specific deadline, she and the group still need another $5,397 to meet their target. Alvarez said donations of any amount are welcome and will be matched (up to $500 per donation) by Con Edison Power Up Neighborhood Match Program, through the IOBY platform. To donate, click here.

Travel Advisory
NYS Department of Transportation is advising motorists of overnight closures of the Exit 49 ramp from eastbound Bruckner Expressway (I-278) to northbound Sheridan Boulevard (NY-895) in The Bronx, on or about Monday night, April 1, to Saturday morning, April 6, from 10 p.m. each night to approximately 5 a.m. the following morning.
Motorists wanting to access northbound Sheridan Boulevard (NY-895) from eastbound Bruckner Expressway (I-278) during these closures should take Exit 52 (Bronx River Parkway North/White Plains) from the right lane and follow the signed detour. The closures are needed to facilitate work on DOT’s $442 million Hunts Point Interstate Access Improvements Project (Contract 3).

Motorists are urged to slow down and drive responsibly in the work zone. Fines are doubled for speeding in a work zone. Convictions of two or more speeding violations in a work zone could result in the suspension of an individual’s driver license. Inclement weather could cause these closures to be rescheduled.

BOEDC Offers Grant Opportunity to Small Businesses
Applications are open with the Bronx Overall Economic Development Corporation (BOEDC) its BX-Factor grants, specifically designed to support promising local businesses that have faced challenges in securing necessary funding for growth and sustainability. BOEDC official said the BX-Factor is about more than just financial assistance. It’s a competition that will showcase the entrepreneurial spirit of The Bronx. The top five applicants will be invited to participate in a pitch competition during Bronx Week for a chance to win a $10,000 cash prize.
They said the competition is not only about the monetary reward but also an opportunity to present innovative business ideas and gain exposure. The selection process will focus on how well applicants propose to utilize the award to benefit their business and, in turn, the local community. Apply for School Tax Relief
The School Tax Relief (STAR) and Enhanced School Tax Relief (E-STAR) benefits offer eligible New York State homeowners property tax relief. Homeowners not currently receiving the STAR exemption who meet the program’s eligibility requirements may apply for the STAR tax credit with the New York State Department of Taxation and Finance. If you qualify for the credit, it will be issued to you in the form of a check. More information is available at www.tax.ny.gov/star or (
You may apply for the Basic STAR or Enhanced STAR tax exemption with the NYC Department of Finance if you owned property and received STAR in 2015-16 but later lost the benefit, and you would like to apply to restore it. Your income must be $250,000 or less to qualify for Basic STAR. You may apply if you currently receive Basic STAR and would like to apply for Enhanced STAR. You may be eligible for Enhanced STAR if you are 65 or older in the calendar year you use. The total income of all owners, resident spouses, or registered domestic partners cannot exceed $98,700.
If you qualify for the exemption, it will be applied to your property tax bill. You will not be issued a check. If you meet the criteria outlined above, you can apply for the Basic STAR or Enhanced STAR tax exemption with the NYC Department of Finance. You may submit your application online or download the application form (Click “How to apply for the STAR exemption” and download the paper application) on the Property Tax Benefits for Homeowners page. You may also be eligible for other property tax exemptions.
If you currently receive STAR or E-STAR as a property tax exemption and earn $250,000 or less, you can register for the STAR credit to receive a check instead. You may obtain a more significant benefit with the credit, as the amount of the STAR credit will increase in the future, but the value of the exemption will not. Friendly Visiting Program for Older Adults
NYC Department of the Ageing runs a “Friendly Visiting” program for older New Yorkers. Social isolation occurs when a person has little to no contact with anyone else. In older adults, it can be harmful to their wellbeing and lead to a variety of serious health problems, including depression, cognitive decline, and heart disease. Older New Yorkers are at higher risk of becoming socially isolated.
The Department for the Aging says it is working with its network of providers and City agencies to limit social isolation through multiple initiatives. Mosholu Parkway Elevator
As reported, further to our last coverage of progress on the future installation of the long-awaited elevator at Mosholu Parkway subway station in Norwood, which serves both North Central Bronx Hospital and Montefiore Medical Center, construction barriers which had been erected on one side of Jerome Avenue underneath the subway station have since been opened up to allow sidewalk access on that same side of the street, where previously there was no access, and a new sign has been placed on the barrier indicating that the elevator installation should be completed by Q3 2025.

Heating Requirements
Through May 31, from 6 a.m. to 10 p.m., a reminder that building owners/managers must set the heating to a minimum of 68 degrees inside when the outside temperature falls below 55 degrees, and from 10 p.m. to 6 a.m., they must set the heating to a minimum of 62 degrees, irrespective of the outside temperature.
During the colder months, drivers are encouraged to bang on their hoods before starting their cars to prevent killing small cats/dogs or other animals who may be sheltering inside from the cold.

Summary & History of Redistricting in New York following the 2020 Census
2020
The Census response deadline was in October 2020 but amid the pandemic, the collection of the results was delayed until April 2021.
2021
Following the compilation of the 2020 census data results, in 2021, the New York State Independent Redistricting Commission (IRC) held a number of virtual sessions with community residents to discuss the redistricting process and obtain their input. The IRC held a final Bronx County hearing on its proposed redrawn maps for the assembly, State senate, and congressional districts on Nov. 9, 2021. That hearing can be watched here.
2022
The maps/plans were submitted by the commission to the State legislature on Jan. 3, 2022. The State legislature voted on the first set of plans, rejecting it, and could not agree on a second set. Instead, elected representatives voted to approve alternate maps proposed by the Democratic Party. These alternate maps were ultimately approved on Feb. 2, 2022 by the State legislature, which holds a Democratic majority, and were signed off by Gov. Kathy Hochul on Feb. 3, 2022, as reported.
The NYS Republican Party immediately mounted a legal challenge to the vote, and a judge later overruled the February 2022 vote by the State legislature as unconstitutional, saying the February alternate maps were gerrymandered by Democrats. The court ordered new maps to be redrawn. Lawmakers had until April 11 2022 to submit new maps, but on April 4, 2022 a judge issued a stay on the case, which retained the prevailing alternate February 2022 maps in place, allowing candidates time to collect the required number of voter signatures needed to get on the ballot for the June 2022 Primaries before the deadline.
As reported, on April 27, 2022, the New York Court of Appeals struck down the congressional and State senate redistricting maps approved by the State legislature in February 2022, and a court-appointed special master was required to come up with new maps by May 20, 2022. The court also ordered that the 2022 congressional and State primary elections be postponed to August 23, 2022. The redrawn maps by the special master can be viewed here.
On June 10, 2022, an appellate division of the New York Supreme Court upheld a lower court ruling that declared the State’s Assembly district boundaries invalid, but determined that they should still be used for the 2022 legislative elections since the lawsuit challenging them was filed too late to make changes.
The appellate division ruling determined that the Assembly district map was enacted in violation of the state’s constitutional redistricting process. On June 20, 2022, Justice Patrick McAllister issued an order approving technical corrections to New York’s enacted congressional district boundaries.
On Sept. 29, 2022, the New York division of the State Supreme Court directed the IRC to “initiate the constitutional process for amending the assembly district map based on the 2020 census data by formulating a proposed assembly map” and submit such a plan to the legislature by April 28, 2023.
Following the general election held on Nov. 8, 2022, congressional [and State Senate] representatives began representing the redrawn congressional and State Senate districts effective Jan. 1, 2023. The State Assembly districts are due be redrawn ahead of the 2024 primaries. Drafts of the redrawn assembly districts were released on Dec. 1, 2022 by the NY Redistricting Commission.
2023
On April 20, 2023, the New York State Independent Redistricting Commission (IRC) voted 9-1 to advance a revised plan for state Assembly district boundaries and submit it to the legislature. The latest plan released on April 20, 2023 can be reviewed here.
On April 24, 2023, both chambers of the legislature approved and Gov. Kathy Hochul (D) signed legislation establishing new Assembly district boundaries for use starting with the 2024 elections.
In June 2023, AP reported that lawyers seeking redrawn congressional lines in New York argued before a State appeals court on June 8, 2023, in a Democrat-backed lawsuit that could have implications in the 2024 fight for control of the U.S. House of Representatives. AP reported that the lawsuit was brought on behalf of 10 New York voters who wanted the State redistricting commission to submit new proposed state congressional lines for 2024.
A victory for the plaintiffs would scrap the lines drafted for 2022 by the outside special master expert after the Republican legal challenge. Republicans flipped four congressional seats in New York under the latest redrawn lines in 2022.
On July 13, 2023, an appellate division of the New York Supreme Court ruled in Hoffman, et al. v. New York State Independent Redistricting Commission, et al. that the state’s congressional redistricting process was not followed when the independent redistricting commission failed to submit a second set of maps to the legislature and ordered the commission to reconvene and re-draw congressional district boundaries for use by the 2024 elections.
On December 12, 2023, the New York Court of Appeals, the state’s highest court, ruled in a 4-3 decision that the independent redistricting commission did not follow the state’s congressional redistricting process and ordered the commission to reconvene and re-draw new congressional district boundaries by February 28, 2024, for use in the 2024 elections.
This means Democrats could benefit from the situation and win back more congressional seats, including in NY3, now vacated since the recent ousting of Republican George Santos, and take back control of the U.S. House of Representatives.

Be Coyote Aware
NYC Parks is advising residents to be coyote aware, in light of recent sightings in the City. They advise that if residents see a coyote, do not panic. Most are not dangerous. However, they should be observed from a distance. Do not feed them and dispose of food properly to avoid attracting them, protect your pets, and keep coyotes wary by making yourself appear big, wave your arms, and make loud noises until the coyote retreats. In case of an emergency such as physical contact or a bite from a coyote, dial 911.

Missing Cat
The pictured cat is missing from the Norwood section of The Bronx. A poster affixed to a pole on Putnam Place between East Gun Hill Road and Reservoir Oval East asks anyone who sees the cat to call (774) 281 9654. The cat is white and brown, has blue eyes, and is male. He was lost on East 206th Street, Bronx, NY 10467. He wears a blue collar, and his family misses him.

Danielle Brennan from Riverdale said a person who was walking her dog Milo (pictured below) lost him on Friday, Dec 8, somewhere between Netherland Avenue and Bailey Avenue on 230th Street. She doesn’t know his exact last location.
She has asked that if anyone finds him to please hold him. She said he is friendly and loves other people and dogs. She said he has one blue eye and one brown eye, is a 2 years old, and is chipped. She said if found, residents can notify the chip company that he is lost, and verify the contact information they have is correct. Cannabis Updates
NYS Cannabis Control Board (CCB) held a public meeting on Friday, Dec. 8, 2023 as reported. Public comment was allowed during a designated part of the meeting. Online submissions formed part of the official record of the meeting and were documented in the meeting minutes. Videos, transcripts, and minutes of the board meeting were to be posted on the board’s website following the meeting, CCB officials said. Norwood News will share the link, once available. Bronx Arts Space (BAS) advises of the 2024 Emerging Bronx Voices Open Call for curators. BAS is looking for more up and coming curators to apply to an open call. They welcome anyone (no exhibit curation experience needed) who lives or works in The Bronx to submit an idea for a thematic exhibition at BAS. Unused Commissary Funds
NYC Department of Correction (DOC) is advising formerly incarcerated individuals that the procedure for reclaiming any unused commissary funds has changed with immediate effect. According to DOC, only the released individual can claim the funds, and can do so in person and receive cash at a DOC Cashiers Window at Rikers Island Central Cashiers, Manhattan Court, or Brooklyn Court for amounts of up to $200. Photo ID, a New York State ID number, a former book / case number, a valid, physical address, and active contact number (if receiving funds exceeding $200) must be provided to claim the funds. Funds exceeding $200 will be paid by check. The portal to input the request can be accessed at on.nyc.gov/3MQndmG. Commissary Reports are also available at on.nyc.gov/3R3bIup. Heat Season
Oct. 1 marked the official start of the winter heating season, the citywide period through May 31 in which New York City building owners must maintain an indoor temperature of at least 68 degrees between 6 a.m. and 10 p.m., when it’s below 55 degrees outside. Click here for more information on what to do if you lose heat or hot water at home. From 10 p.m. to 6 a.m., indoor temperature must be at least 62 degrees, regardless of the temperature outside.
Hot water must be kept at a minimum temperature of 120 degrees at the source, year-round. NYCHA residents experiencing issues with heat or hot water should call the Customer Contact Center at (718) 707-7771 or report the issue via the MyNYCHA mobile app or web version. Reduced fares are available for riders who are 65 or older or riders who have qualifying disabilities. The reduced fare is half the base fare. For example, the base fare for subways and local buses is $2.75, so the reduced fare is $1.35. There is also a Reduced-Fare MetroCard for riders who use mobility aids or have service animals. Mosholu Playground Petition
P.S. 8 is located across Mosholu Parkway between Bainbridge and Briggs Avenues in Bedford Park. Nonprofit, Friends of Mosholu Parkland (FOMP), say students use the playground as-is in its debilitating state. They need outdoor space to play and learn. The playground has hosted several small festivals, events, and activities where playground users came out to Mosholu, and enjoyed their day inside the park. Community visioning was provided for community residents for the playground where their needs and wants were shared on activity boards. Those visionings helped bring to life, three colorful murals that still today are wrapped around the playground but need to be refreshed. Learn more here. The mission of FOMP is to engage the Bedford Park and norwood communities to garden, grow and develop fostering practices of environmental sustainability. Reporting Park Noise
During a prior meeting of Bedford Mosholu Community Association, officers from the 52nd Precinct said it was important to log calls with 311 as any unanswered calls over an hour are now being flagged to Police Chief John Chell who is monitoring such calls. They said that anything that was flagged as “outside” in a 311 complaint, like barbecues or noise, also gets flagged, and “body cameras go on right away” so that residents can see what the officers are doing to address the situation. They said the cameras get turned off after enforcement.
The officers explained that they also now have an app on their phones where they can read off all 311 jobs. “Usually, we can call if you guys leave a number to ask what the problem is,” Officer Boland said. “Right now, we get a notification on our phone. There’s a police vehicle that is only assigned to 311s. They don’t do 911s and within an hour, it’s supposed to be answered.” He also clarified, “My rule of thumb is if you need 911, you always call 911.”
Boland explained that both he and Officer Arias (Sector C) work every day except Sunday and Monday and handle mostly 311 problems. They encouraged residents to both call 311 and text them and said they will be there within 15 minutes. Boland’s number is (929) 287 7212 and Arias’s is (917) 374 0459. Read the full story here.

Survey on Policy Change re E-Bikes in Parks
As reported (see page 7 News Briefs), NYC Department of Parks & Creation announced that effective June 20, the department would
launch a pilot program allowing e-bikes and lightweight e-scooters on Park drives and greenways. Officials said the pilot program would allow the same bicycles, e-bikes, and e-scooters that are legal to drive on NYC streets to also drive on park drives, spaces where bicycles are already permitted in parks. They said Class 1, 2, and 3 e-bikes, as well as lighter-weight e-scooters, are already allowed to operate on NYC streets and in bike lanes and will be allowed in parks as part of the pilot program.
In preparation, they said Parks has created a new webpage at nyc.gov/parks/ebikes, with a citywide map of parks showing greenways and drives that are part of the program, as well as a multilingual survey to both hear from and educate New Yorkers on electric micromobility. They said the pilot program does not allow e-bikes on pedestrian paths, and faster, heavier mopeds or motorcycles are not allowed
anywhere in parks or on greenways. They said the latter are also precluded from bike lanes, and their drivers must hold a driver’s license. For more information on micromobility devices, visit nyc.gov/ebikes. Click here to access the survey.

On Tuesday, and Thursday-Sunday; a grounds access pass to the New York Botanical Garden is available for purchase by NYC residents only. Proof of residency is required and may only be purchased onsite. On Wednesdays, grounds admission is free to NYC residents all day and to all other visitors between 10 a.m. and 11 a.m. Grounds admission includes access to outdoor gardens and collections, including the Everett Children’s Adventure Garden.

Community Leader (All In Neighborhood) Grants
CitizensNYC awards micro-grants up to $3,000 to community building projects carried out by resident-led groups to address issues they identify as important to them. Today, their grantmaking focuses on supporting projects that bring residents together to improve neighborhood life, strengthen local leadership, and scale community partnerships. Grassroots leaders, especially in low-income communities, know and have what it takes to roll up their sleeves and make change to boost civic engagement, neighborhood wealth, and community health. Please read this document for commonly asked questions about the All In Neighborhood Grant. You are also encouraged to read the sample application and review criteria to see what CitizenNYC looks for from submissions.
Neighborhood Business Grants
Grants up to $10,000 will fill gaps in funding by prioritizing businesses owned by people of color, immigrants, and women. While small businesses have kept their doors open, there is a significant need for assistance to fund business continuity. This period of recovery is a pivotal point to keep going. CitizenNYC understands that businesses are essential to the fabric of communities. CitizenNYC looks for businesses that give back to the community they serve. For example, are you providing hiring opportunities for community members? Do you donate food to local community? Do you partner with community-based organizations?
Proposals that focus on both physical and human infrastructure will be prioritized (technical system upgrades, location alterations, hiring support, marketing, training, PPE, etc.). CitizenNYC makes grants to barber shops, restaurants, food carts, vegetable stands, eCommerce and other small businesses. Unlike many financial opportunities currently available to small businesses, this program will provide grants rather than loans. Auto Theft at Car Washes
The NYPD has warned of increased auto theft at car washes. They recommend keeping your vehicle in sight at all times, and prior to your vehicle being dried, to have the attendant turn off the vehicle, remove the keys, and hand them to you.
Grants for Small Businesses
Bronx Chamber of Commerce advises that the Five-Borough Chamber Alliance, and the Statewide Hispanic Chamber of Commerce of New Jersey – the DoorDash Accelerator for Local Restaurants. The Accelerator aims to increase access to restaurant education to help small businesses adapt, grow, and thrive. 2022-23 Statewide Community Air Monitoring Initiative
NYS Department of Environmental Conservation (DEC) is undertaking a statewide community air quality monitoring effort in ten disadvantaged communities that are home to an estimated five million New Yorkers. Air quality monitoring will focus on locations in these communities with high air pollution burdens.
This effort will help DEC target strategies to reduce air pollution, including the greenhouse gas emissions contributing to climate change in these burdened areas to help achieve the goals of the State’s Climate Leadership and Community Protection Act. The results of the monitoring will drive solutions to reduce greenhouse gases and other harmful air pollutants to protect public health. The Bronx is one of the communities selected. Recall of Scooters/Hoverboards
The U.S. Consumer Product Safety Commission (CPSC) and Jetson Electric Bikes LLC, of Brooklyn, New York, announced the recall of about 53,000 42-volt, Jetson Rogue, self-balancing scooters/hoverboards on March 30, due to a fire hazard and two deaths. According to CPSC and Jetson, the lithium-ion battery packs in the self-balancing scooters/hoverboards can overheat, posing a fire hazard. Click here for more details. New Onsite Testing for COVID-19/FLU/RSV
New Yorkers experiencing symptoms but who don’t know what they may have can go to any of the dozens of mobile “Test to Treat” sites around the City to get tested for COVID-19, the ‘flu, and the RSV virus and if they need it, they can also get an RX for Paxlovid or Tamflu onsite.

KHCC Needs to Fund Repairs
Kingsbridge Heights Community Center (KHCC) has been providing cradle-to-career services to the local community for nearly 50 years. It is now calling on the local community to help fund urgent repairs which are needed to its building (owned by NYC Parks) which cost $4 million. If not completed soon, KHCC will be forced to leave Kingsbridge. KHCC is asking residents to share this on social media tagging @khccnyc, contact local elected officials to request that they secure $2 million to fund the repairs, and ask the City administration to repair the building in 2023.

New York City Mayor Eric Adams signed a set of bills on Nov. 18, 2022 that creates rat mitigation zones and puts into law new trash set-out times to reduce the amount of time trash bags sit out on city curbs. The New York City Commission on Human Rights announced that, effective March 12, 2022, New York City Human Rights Law (NYCHRL) employment protections will apply to all domestic workers, including nannies, home care workers, housecleaners, and any other worker who is employed in a home providing childcare, eldercare, companionship, or housekeeping services in New York City. Most full-time and part-time workers are covered. NYC Department of Health & Mental Hygiene (DOHMH) says according to their data, 13.8 percent of children between the ages of 6 months and 5 years in New York City have not been vaccinated against polio and the agency is urging parents to ensure their children get vaccinated against what they say is a highly contagious viral infection. CBS News previously reported that the New York Health Department said hundreds of people may be infected with the polio virus, once regarded as being an illness that was contained.

Open Enrollment for NYS Health Insurance
The NY State of Health Open Enrollment Period for coverage in a 2023 Qualified Health Plan began on November 16, 2022. Enroll by the 15th of the month for coverage starting on the first of the following month. Enrollment in other programs through the NY State of Health (Medicaid, Child Health Plus and the Essential Plan) is available year-round. The Parenting Resource Center at Catholic Guardian Services, located at 3356 Fort Independence St., Bronx, NY 10463, is providing free, parenting, and prenatal classes for new and expecting parents. - have to take kids to get the COVID-19 vaccine;
- need preventive care;
- have to quarantine;
- seek safety because of domestic violence, unwanted sexual contact, stalking, or human trafficking; or have to care for a family member for the reasons above.

Welcome to the Norwood News, a bi-weekly community newspaper that primarily serves the northwest Bronx communities of Norwood, Bedford Park, Fordham and University Heights. Through our Breaking Bronx blog, we focus on news and information for those neighborhoods, but aim to cover as much Bronx-related news as possible. Founded in 1988 by Mosholu Preservation Corporation, a not-for-profit affiliate of Montefiore Medical Center, the Norwood News began as a monthly and grew to a bi-weekly in 1994. In September 2003 the paper expanded to cover University Heights and now covers all the neighborhoods of Community District 7. The Norwood News exists to foster communication among citizens and organizations and to be a tool for neighborhood development efforts. The Norwood News runs the Bronx Youth Journalism Heard, a journalism training program for Bronx high school students.
